[Openshmem-list] OSHMPI retirement

I know it will be a huge disappointment to both users, but I am
reallocating most of my weekend warrior cycles from software development to
gardening and driving children to soccer practice, and am therefore setting
the retirement bit on OSHMPI (https://github.com/jeffhammond/oshmpi).
At this point, there is no plan for OSHMPI to support OpenSHMEM 1.3 or any
missing features from OpenSHMEM 1.2 (e.g. PSHMEM and Fortran). As noted on
the README, I'll react to Github activity, particularly pull requests, and
other displays of user interest.
In the event that somebody else wants to work on OSHMPI in the future, I'll
be happy to try to explain apologize for my design decisions.
